Could crude production from Alberta’s oil sands fund an offset program to reduce carbon emissions by making homes energy efficient?

How do we reconcile the growth of oil sands with the fact that we’re entering a carbon-constrained future?

The United States is already using less gas, so why would it turn to solutions that aren’t necessary to free itself from foreign oil?
