Luis Francisco Martínez Montes

Counselor to the Spanish Representation to the United Nations

Luis Francisco Martínez Montes is a counselor to the Spanish Representation to the United Nations in New York.

As a diplomat, he has served as advisor to the Cabinet of the Secretary of State for Foreign and Ibero-American Affairs in the Spanish Ministry of Foreign Affairs and Cooperation. Previously, he was a counselor to the Spanish Permanent Representation to the Organization for Security and Cooperation in Europe (OSCE) based in Vienna and Deputy Head of Mission at the Spanish Embassy in Almaty, Kazakhstan.

While posted in Central Asia, Mr. Montes developed an interest in the history of Inner Eurasia and has written and lectured extensively on the new actors and dynamics shaping the lands stretching from Moscow to Beijing. He has written articles and essays for Spanish publications on U.S.-China relations, Spanish foreign policy and EU trends. He contributes articles to The Globalist in a personal capacity.

Mr. Montes holds a degree in political science and international relations from the Universidad Complutense de Madrid, a degree in French literature and translation, and has specialized in U.S. foreign policy at the Paul H. Nitze School of Advanced International Studies, Johns Hopkins University, in Washington, D.C.
