Colin Cleary

Adjunct Professor; Senior U.S. Foreign Service Officer, retired.

Colin Cleary is an Adjunct Professor of U.S. Foreign Policy at George Washington University in Washington, D.C.   He retired from the U.S. Foreign Service in 2020 after more than three decades with the Department of State. His final posting was as Director for Energy Diplomacy for Europe, the Western Hemisphere and Africa at the State Department’s Energy Bureau.

Prior to that, Mr. Cleary represented the State Department’s Bureau of Intelligence and Research as Chair of an Intelligence Community body charged with formulating strategic collection requirements.

Mr. Cleary was Political Counselor at U.S. Embassy Kyiv and Science Counselor at U.S. Embassy Moscow.  Other Embassy postings include Madrid, Warsaw, Kampala and Mexico City.   He was a Fellow at both the U.S. Institute for Peace and the Institute for the Study of Diplomacy at Georgetown University.
